Looking at a G1x III.

Saw on camera labs that internal flash can sync at 1/2000 but a hotshoe mounted is. 1/250.

Can an external manual flash with basic triggers still work at up to 1/2000 for strobist work?

The shortest exposure time for flash sync (without HSS) is 1/250 sec. After activating HSS it is 1/2000 sec.
 
Is that in the flash settings in the G1xiii?

Haven't bought it yet but wanted to make sure it could do it.

Yes, in settings screen No. 5 under Flash Control - Shutter Sync (1st Curtain, 2nd Curtain, Hi-Speed).
