Nikon - Should Turning On Live View Activate VR?

Something ive not noticed until recently with my Nikon D7200.

Using any VR lens and having VR switched on, When the shutter button is half pressed I can hear the VR working and when the shutter is released the VR stops and goes quiet which I would expect.

However, when in live view and set to AF-S, I can hear the VR working all of the time continuously , even without touching the shutter button until I switch back out of live view, is this correct?

Does this happen to anyone else in live view with VR on the lens switched on? Does switching on live view activate your VR? Just want to make sure it is normal and not a problem with my camera.
 
That's the way it works on mine...LV always on.....

Seems to be a default behavior for them, especially since for the DSLRs, they likely expect users to be recording video in live view and not really doing stills, thus the need for full time VR.

Well although annoying at least I now know there is nothing wrong with my camera.
