Any personal recommendations on a free collage maker to make a print ready collage?

I don't use Photoshop. I'd like to use a simple free tool.
 
Depending of what exactly you want to do, maybe you can use the G'MIC plugin in Gimp, it has a filter named "Montage".

Here's a youtube video showing how it's done:
 
....you can also try ShapeX (shape collage). It has various settings. It's open source (thus free). I chose no image crop option and used transparent images that I purchased for PikPak for this result. Images can be actual photos as well but these images have transparent background. :)

G'MIC has this ability to make simple collages like this, Todd. It's a GIMP plugin but you can use a version of G'MIC that's shell based (thus stand-alone but not for the faint of heart since, like I inferred, it's a command prompt interface). :)

I build up collages (and similarly, photo album pages) in GIMP (https://www.gimp.org/). GIMP is free and, for this use, powerful, readily giving you very precise control. On the other hand, GIMP is not a model of simplicity.

What I do is create a new file with the dimensions of the entire print, e.g., if it's going to be 11x14 inches and printed at 300 ppi, in GIMP I create a 3300x4200 pixel image and fill it with whatever I want as the background color. Then I prepare the images, including cropping them if necessary to the desired proportions and scaling them to the desired size (e.g., a 4x6 inch sub-image at 300 ppi gets scaled to 1200x1800 pixels). Then I copy each one and paste it into the page image as a new layer. Then I can use the move tool to rearrange each sub-image / layer, and I can readily move layers up or down so that any given one is in front of or behind any other. I can place them by eye, but the tool controls ability to move at high magnifications (like 800%) let me place them precisely, down to the pixel.

That's exactly what G'MIC's "montage" filter does.
Can the images be adjusted or moved around within each frame ?
@lacoda, I just tried and yes, you can specify your custom layout through a formula, or an easier way is by using the "auto" layout, and then you can shuffle the images through the "cycle layers" slider until you find a satisfying result.

I think on second thought, I will create it in Paint Shop Pro since I have that program.
