Okay so discovered something here:

My A99II will not take a single blasted photo with the flash in sync. Flash is firing early; tried every single combination of settings, will not fire in manual mode, and flash is definitely firing early.

Not in HSS, attempting at all slow shutter speeds, tried all flash modes on camera, nothing works.

Put in P or Shutter mode? Made sure that you have correct channel? turned on hss...a lot to keep track of
Flash fires but still out of sync with camera; photos do not have any flash, firing early of shutter actuation. Tried your method, it's just not working.

I hate to suggest this but is it possible these units are: a. Not compatible with the a99mk2 or b. Defective? And c. Is the camera in the right mode?

Tried P,A,S, and always use M.
Doubt defective as this would seem more like compatibility with A99mk2... Waiting to hear from the company.

I was thinking of Fill flash or adi or first curtain versus rear curtain. I don't think that latter is the problem. It trying to cover the variables.

I covered all of those, only way I got it to sync was to introduce that 67ms delay.

I have my A99ii set to ADI , wireless flash (dont work in fill)

Mine sync perfectly fine with my Metz 64 Af-1 flashes and they definitely work with the a99ii

just got the cactus v6 ii's for my flashes too

One thing you 100% have to do is update the firmware http://www.cactus-image.com/downloads.html

if you are using the stock firmware you will have no end of problems, they dont work at all out of the box without the update
I am running 1.1.002 as we speak; please let me know your findings if you have an HVL-F43M :)

I have the metz flashes but should still work ok. Do the ones attached to your flashes say auto in the top left corner?
I had them on that mode, then manually set both to the exact model of my flash so theoretically there should definitely be no problem.
Currently, running them in TTL mode with a 67ms delay which is working. Thing is, I see that other people are doing just fine with every other flash but the Sony flash (like howwwww) but I could imagine that something with the A99II and it's updated software could be pre-triggering the flash.
Mind you, mounting the flash directly to the camera syncs perfect.

this is how mine are set, i dont have TTL passthrough enabled at the moment as I only got them yesterday. They are a pain to set up but great when you sort it out

I assume if you have more than 2 receivers that you have them on different groups too

I had all of my settings exactly as yours; I always ensured both units were on group A. It was a bad firmware flash, I had to downgrade and noticed that the older firmware locks up reliably when shooting a few frames and the AF light locks "on" and the unit freezes. Reflashing fixed this problem. Probably had a bad flash up to .002 but that's a very rare occurrence.
