Yes, it can be done but it might take a little reading, digging,
etc. on your part. Start here:

Read that thread and it may lead to others - it's been a while so I
can't remember for sure.
After that, do a search in the Retouching Forum on "Photoshop
Elements Actions" and you should find the details on how you can
indeed use actions in PSE.

versions for different purposes and placements ...
you can also add other frame actions .. I have a couple
of dozend of those .. just replace the subaction ...
