Digital Camera with good video capabilities for a beginner...Help, anyone!

My name is Andreas and i am from Cyprus (a small Mediterranean island). I would like some help choosing a camera, so in order to be short and specific:

1. I have no idea about photography - i would like to buy a camera and start exploring photography

2. video recording for family moments also

3. After some research i narrowed down my options at Samsung NX500 and Panasonic Lumix G7. I would love NX1 but i dont have the money for it (my budget is around 500USD), although i prefer NX500 dimensions and looks are perfect for me. The other models i looked into are LX100, Nex7, SLT-A77, DMC-FZ1000, a6000.

There are somethings i don't understand:

1. 4K on both cameras - Do i need a good computer to play or convert 4K? Is it the same on both cameras?

2. Will i need to convert also 1080p on these cameras?

3. What is a crop factor and how important it is for me and the purposes that will serve?

4. Should i consider another camera with really good 1080 UHD?

5. NX500 has 28mp Vs Lumix G7 16mp - How important is this gap especially for an absolute beginner?

6. Is there a minimum fps i should look for in terms of video?

7. I was thinking to buy the body only (whatever my final selection is) and buy a lens of something like 18-200mm since i believe that such a length is more for general purposes. Your opinion please.

8. Any other model that would best suit me and my budget?

I know that i am asking a lot, any help and advise would be appreciated, if then again not, thanks anyway for your time reading my post

Hi Dave. Indeed resources in Cyprus are very poor. I have used and or refurbished in mind though, maybe through an eshop or ebay.
