The figure reminds me of the Kathe Kollwitz sculpture in the Neue Wache, Berlin. So did the bare stone wall. But the old woman there is holding her dead son, rather than a child.
 
Mother with her Dead Son’ by Käthe Kollwitz in Berlin’s Neue Wache (mentioned by DutchMM above) is exposed to the elements through an ‘oculus’ or opening in the roof. This ‘Madonna and Child’ is 100% exposed to the weather; it is outdoors.

It was created and installed in 2000 by a sculptor who has produced many works as publically-funded commissions for installation in public spaces.

The time zones are playing revolving door havoc here Pat....if I was right we’d better make it a free turn as I’ll be away to bed shortly, and have an early start and busy grandchildren day tomorrow.

This is 'The last ANZAC' (also called ‘The Untidy Soldier’) by Francis Ennis 'Guy' Lynch.

I think there are two castings of this statue. One is at the Wairarapa Soldiers' Memorial, (aka The Cenotaph), Queen Elizabeth Park, Dixon Street, Masterton NZ, and your photo is of the second casting at the Devonport First World War Memorial, now called the Devonport Combined War Memorial, off Flagstaff Terrace, Devonport, Auckland NZ. ?????

Fine looking sculpture, doesn't have a WW1 type haircut though.

As Max wrote, time zones can play havoc; I’m off to bed, so here (a little earlier than usual) is my first clue. I’ll check in again and give further clue(s), if needed, in the morning.

These two farmers are about to conclude a ‘bargain’ (a spoken contract or agreement for sale and purchase, presumably of some cattle in this case) in the old, traditional way of slapping hands.

They stand in an ancient fair green where some of the largest fairs in the region were once held. The town is still the centre of a rich cattle-producing area.

It owes its origins to a number of Quakers who settled here in the late 1600’s.

The town takes its name from the Middle/Norman French word ‘Motte’ (as in Motte and Bailey), a raised protective/defensive earthwork topped with a stone or wood structure and accompanied by a ditch (often water-filled) and from which the modern English word ‘moat’ derives.

The proper name for the statue, as given by the sculptor, is ‘The Bargain’, hence my reference in clue 1
