I suspect that the OIS uses a suspended element so will require some form of motor/gyro even if just to lock the element in place when OIS is off. This is just a guess though so apply judicious amounts of salt with that opinion.I have turned off the optical stabilization but the sound (very very slight......you have to put your ear near the camera if you want to hear) is always present.
I have lenses from Fuji and had some from Sigma and they do this also. The stabilized element is positioned in-center but does not move to stabilize the image. Positioning the stabilized element requires electric power. As someone who always shoots stills, I never thought of this! It's a problem@!I do not mind the noise issuing image stabilization , but the noise bothers me , which is recorded on the video .. I think it is quite wrong for high-quality video with stereo sound
