Your shot reminded me of an airport shot from last week - this one during takeoff. [Now that they allow small electronic devices to remain on during takeoff and landing]:

5-way IBIS wouldn't help!

If you view larger sizes, you can tell which lights are actually flashing faster than your eyes can discern.

Unfortunately, the slow shutter speed, bouncy plane, and low-end camera successfully fought my efforts to do better.
