Are Heliopan filters good quality?

Depends on the results that you are happiest with. The more expensive one reduces flare much more so the images will have better contrast and contrast is a major part of sharpness. They are also much easier to clean since they repel moisture, dust and fingerprints.
 
Is it.necessary to buy the super coasted $130 helio UV or will the $80 Helio Uv suffice?
None of them. Recent Nikon dSLRs have a strong UV filter in front of the sensor.

Any opinions?
They're the same Scott glass as B+W, in similar mounts. Some say B+W does better mounts, others say HP. My personal opinion is the B+W are better. That reflects the European pricing, where the HP filters are priced slightly lower than the B+W.

In the U.S., one distributor has an exclusive lock on the Heliopan brand, and jacks the prices up about 30% relative to the multiple distributors for B+W charge, so you end up paying an enormous premium for what many believe are slightly inferior mounts.

You also mentioned two different grades of HP filters. Because of the insane gouging on HP, you can typically get the B+W with the cool features like the water and dirt repelling coating, for the same price as the lower grade HP without the PMC coating.

That same distributor gouges the U.S. similarly on other products, such as Novoflex. I try to avoid all the products he distributes.
