Flash compensation vs. exposure compensation?

I'm a bit unclear about how flash compensation works with respect to exposure. If the flash is dialed down, do the aperture and shutter speed compensate to maintain the same EV?

In my indoor family snapshots (with newly acquired D-40), I'm finding the flash a bit too bright. Should I adjust that in all situations by adjusting the flash compensation? Are there any situations where I would want to adjust the exposure compensation instead?
 
I don't know the technical answer but what I did was experiment so that I know in given situations what to expect. If you get into a new place, you might want to do some tests before you get into the real stuff. Look at my Stinson photos at photosig. The two dog shots are done after dialing down the flash some. I did this after the first shots were to bright. These are really well exposed after turning it down.
