Canon T3i purchase

I live in Japan and I'm thinking about purchasing the Canon T3i (here it's called the Kiss x5).

Most stores are selling two kits. One comes with a EF-S18-55IS2 lens. This costs about $750. The other kit includes a EFS55-250 F4-5.6IS2 lens as well and costs about $840. Is this two lens kit worth it or better to put the money towards a better lens?

I would take the two lens kit.
The 55-250IS is a very nice lens and certainly is worth much more than 90$.

Get the 2 lens kit. You will be happy to have the telephoto reach of the 2nd lens when you need it.
 
Thanks for confirming. I was a little skeptical because of the modest price difference.

Another related question I have is whether there is a difference between the x5 sold in Japan vs. the T3i.

The Japanese version and others are all the same except for the default language chosen.

Both of those two kit lenses are worth that small price paid. They both are excellent optics for kit lenses. I don't think either one are long term semi pro or enthusiast optics, but they should last until you're ready and they really are pretty good.

Canon's two bundled kit lenses used to be pretty much dogs, but they've upped their game to the point, they are worth owning and even worth buying after the fact.

it's worth it, the 18-55IS and 55-250IS are sharp lens.
