There isn't a simple yes/no answer to this question. The 40D is an older model with a 10MP image sensor. The 550D is a newer model which uses current technology.

In terms of image quality, there is very little difference between them. If you want to split hairs, the 550D has a small advantage at high ISO settings.

The 40D is a larger and heavier camera with slightly better weather sealing. Neither model claims to be waterproof. The 40D has a prism viewfinder which is better than the Pentamirror viewfinder in the 550D. The 40D has a faster burst shooting mode and an autofocus system which is a little better than the 550D AF system.

The 550D is smaller and lighter than the 40D. It has a newer sensor which is slightly better than the 40D for still shots. The 550D can also shoot HD video. It also takes SD type cards which are more commonly available than the CF cards used in the 40D.

I won't even bother to mention the difference in resolution. Either camera is capable of taking very high quality images. The 40D has been around for a few years. This means that there is probably a higher risk of failure if you buy a used 40D instead of a new 550D. There are a few things to watch out for. Avoid cameras with a high shutter count. Check for a slow or sticky shutter release button. Check the USB socket on the camera for damage.

The 40D will feel better in many people's hands. It is more set up for action than the 550D, but as mentioned above the 550D has a marginally better sensor.

I'm new using a Canon DSLR, but just by reading the specifications, I would recommend to do what I just did...I recently purchased the Canon T2i (550D). There just seems to be too many technological advancements...18 megapixels, high ISO performance, and excellent video, plus I'm sure other things. I heard that the Canon 40D is excellent; it's just too far behind...you'd be always missing the latest and greatest features. I'd squeeze extra money out of the budget to get a Canon 60D before getting a Canon 40D. Anyway, that's just based on what I've read and I can't make any detailed assessment or recommendation based on practical experience. But that was the direction that I took.
