It always amazes me to see thousands of bicycles parked near a train station in Japan and most of the time, none gets stolen. Also, people could identify which bike is his/her's and where they parked it.

Are the bikes registered to an owner? If not how do they know who to chase for the fine?

I didn't own a bike in all the years I lived there, but since he spent a lot of time writing, I assume there is some sort of I.D. on the bikes.
