Software Free?

Easily done with The GIMP, which is available for Mac, Windows and Linux and is free.
 
Does anyone know of a free program where I can turn a photo into black and white and then just colour say the lips or the eyes etc?
That was a fad that has been so overdone in these parts that not very many (if any) people are doing it anymore.

BTW, I've done just what you are describing using this program, what, about 10 years ago. It works just fine for this. Actually it was very easy.

The chemical analog to what you are doing is usually referred as Sepia toning:

Except you are bleaching the black&white print and painting the (hard to see as it is white) image with color pigments. (Again, that's the chemical analog. It's much easier in GIMP.)

As for if it is "in" or "out", you may recall a little known move call "Schindler's List" used this technique for emphasis:
