Just to add, if I may, any Nikon (Nikkor) lens with "AF-S" in the designation, will be fully functional. Lenses marked "AF" will mount & meter, but will not auto focus on motorless bodies, such as the D3100.Yes, it will work.
It doesn't need to be. VR is optical stabilization. If you want that, then you want the VR version of a lens over the non-VR version.Does the 18-55 need to be a VR too?

The D3100 with 18-55 VR goes for about $650. The 55-200 (non-VR) costs about $180. You'd probably be better of finding a deal that includes the 55-200 VR rather than non-VR, as VR is quite useful on such a lens.I could get the Nikon D3100 14.2MP Digital SLR Camera with 18-55mm f/3.5-5.6 AF-S DX VR Nikkor Zoom Lens and the Nikon 55-200mm f4-5.6G ED AF-S DX Nikkor Zoom Lens
