The Golden Hours

It really depends. Sometimes cloudy or shade sattings can give too warm colours. Most of the time cloudy is a good compromise.

The white balance setting doesn't matter if you shoot in raw. BTW, your example has the highlights blown out without the nice golden color most people try for at sunset.
Presumably, you are shooting in the golden hour for that golden Maxfield Parrish look.

1. Why would you want to neutralize it with AWB?

That doesn't answer the question of why people are using AWB when shooting RAW. Several have said they do, but I don't get why.

It wasn't sunset. It was golden hour. That is before sunset. Notice the color of the trees.

I don't see any blown highlights. Go look at the numbers and tell me what is blown.
