Yes. It is out of date because it isn't updated for digital. In fact, the article doesn't even mention digital, let alone the fact that there might be special considerations regarding "correct" exposure in the digital domain.

Yes. It is out of date because it isn't updated for digital. In fact, the article doesn't even mention digital, let alone the fact that there might be special considerations regarding "correct" exposure in the digital domain.
Not to mention why anyone would want to use the sunny 16 rule when any digital camera you wish to use will inevitably have an exposure meter.

Not to mention why anyone would want to use the sunny 16 rule when any digital camera you wish to use will inevitably have an exposure meter.
Having a good idea of what an exposure SHOULD be in any one lighting condition, and having it independently of a meter, is no bad thing.... not least because it is an early warning of exposure meter failure.

And Sunny 16 is a legitimate Incident Light Method, which techniques are typically more consistent than reflected light measurements.
