Can you make this dreamy?

Something to look at is the free Dreamy Photo plugin from Auto FX software. Dreamy Photo does almost like impressionist Lynn Geesaman in one step. It has several options, including the color shift that Lynn and other impressionists like to do. You can also make a dreamy effect, or a start on one, with negative clarity.
 
Dolin - masked the water from the green channel. lighten Whites with Selective Color. added motion blur. invert mask added contrast and an Exposure> gamma shift to rocks.

then masked for water and Selective Colors to make the ground under the water golden.

Slight Curves adjustment, Soft-Focus Action from ATNCentral (Masking the rocks at the back & left to remove soft effect), + a little Dodging&Burning on the rocks at front & centre to increase definition of their surface detail.
