Because it is too late ... it would not sell. The trick they use for EXR (which is actually not a trick at all but an integral part of the method by which they extend dynamic range) allows the F200EXR and F70EXR to be advertised as 12 and 10 mp cams respectively.
And frankly, Fuji don't "get" video ... if you really want stereo mics and HD, just plop your money down for a ZS3 ... as a bonus you get amazing reach and very nice outdoor shots.
The F70EXR is a similar cam with similar reach, much better indoor shots and much worse video (but still much better video than the F11 had.)

I have owned a Fuji F10 F11 and F31fd
to be honest looking back through my photos the Fuji F10 took better shots than the F31fd Is this possible even thought all reviews think the F31fd is great?
Also the F10 F11 and F31fd all shoot VGA video at 128 bit rates and the new range f100 f200 f70 exr all shoot at 88 bit rates and the quality is worse can any one else agree and confirm this?

I always felt that the F10 and F11 were the best images in the F series for people who process their images. Smooth tones and clean edges ... the extra contrast and sharpening in the newer cams made things harder. But there were many who felt it was worth it ...
Not sure about that ... the audio is better on my F70 than on my F11 ... the video is decent, especially in concert conditions ... I have posted many ... the video zoom is excellent ... the stabilization works very well ....
So I think the F70 is the epitome of Fuji video at this time ... and it is still a joke next to the Panny ZS3

I noticed this too. My wife's F10 shoots much better photos than my F20.

Tough call ... if you are happy with the F31fd, keep it. The F70EXR works for any people, and some others don't like it. It has tons of reach, good stabilization, retains excellent details at high ISO ... a good all-rounder.
No stereo sound ... but it does have zoom.

The F30 and F31 may have a slightly better sensor (for high iso) but most of the improvement came from the noise reduction algorithms and from increased contrast (pushing shadows into black).
The F11 allows some post-processing, and it is best in its "portrait" setting which has less contrast and thus allows more improvement in post-processing.
The only camera I would consider to replace an F11 is an F200exr because the exr modes allow to capture more dynamic range.
Slowly learning to use the 450D and and the Canon G6.
