I don't deny that they did improve it.
But I would venture to say that the improvement it's more at stretching the high end to 102k.
Personally the samples seem marginally better at iso6400 and 12800.
Now this is just my subjective opinion.
Every time I use the d700 at high iso including 12800 I am impressed with it's performance.
Now iso25600 is not that great and I think that's where you would see a little gain at 25600+.
Will see when the reviews will come out.
