Image for Lucis, PWL, Topaz etc

Glad this one works for you. Just a hobby. Couldn't get the paper right; tried to find this texture online but to no avail, so I eyeballed it. If I were going to do this again, I would have made the dark strokes more pencil like too (yeah; my own worst critique; lol). :)

Can someone explain how to make the window lights "glow"?

I found the background in Google image, darkened it, and "masked" the windows but it did not give it the "glow" I am looking for.
