How do I adjust the white balance in Adobe CS3 for a JPG file???

I'm not sure you can adjust JPEGs with regards to white balance. You obviously can in RAW.

There are some color filters that do warming and cooling effects under Image - Adjust - Photo Filters

There are multiple ways

You can use levels, curves, or the photo filter. There are endless plugins available that deal with color correction too. The best way would have been to shoot in RAW anyways, with a Whibal or color checker. You could get perfect wb in one second. You can adjust the white balance of a JPEG using Adobe Camera Raw 4.1 and greater (accompanies CS3).

If there is an area in your picture which is more or less a neutral mid-gray (eg an area of tarmac), then you can try this:

Go to Image> Adjustments> Curves

Select the middle (gray) eyedropper tool.

Click in the mid-gray area.

Often gives quite good results.

The real answer to your question is, always shoot RAW if you can.

Use the Color balance.

You have to alter with the same amount the balance in Yellow-Blue and Cyan-Red (but with different directions).

E.g. you alter +5 for Cyan-Red and -5 for Yellow-Blue. You have to do this with the shadows, midtones and highlights.

Open Photoshop CS3

From the File Menu Click ~ File ~ Open As

and then set the "Open As" to "Camera Raw"

from there you can select your JPEG and you'll have all the controls that were available for the RAW file. Keep in mind though that you don't have the same amount of color information stored in the JPEG as you did the RAW so you may have to tweak some in curves when you get it close.

the above will work but it is still a lot of effort. in csx just go into the image/ adjustments then try auto color. depending on what is wrong that my work. also image/levels, then click on the black or white eyedropper in the lower right and select aknown black or white in the pic all other colors will adjust to that one click.

if you have pe5-6 then you have color correction which is the eyedrpper tool without the levels part.

Alternatively, select the JPG file in Bridge CS3 and choose File ~ Open in Camera Raw

Camera Raw is by far the best way to adjust white balance in a JPEG.

As one other well informed person replied, open PS (CS3), choose File> Browse> Open in Camera Raw. Only Photoshop CS3 and the very latest version of PS Elements has this capability; nothing else allows you to effectively change to the color temperature (white point) in a JPEG or TIFF after the fact; it is very easy and works just like the normal camera raw dialog when opening a standard camera raw file. All of the other methods that others have suggested will shift more colors than you want; fix your white point first and you likely not need to do any further color balance adjustments most of the time.
