tamron or tokina for 4/3?

they don't make a 4/3 mount, and I doubt they will in the future. You can of course use the lenses, with the proper 4/3 adapter depending on the original mount, while understanding you'll lose some functions of the lens.

The fact is, Sigma has been slow to offer many of their lenses on 4/3 mount. The lack of competition is obviously a major reason that they can manage their business this way.

I wouldn't have any problem with Sigma being the only 3rd party player, if all of Sigma's own lenses were available on the mount. But they are not.
 
What's most interesting is that they
introduced the same lens with other mounts at PMA this year.
No, that mentioned lens was first introduced in other mounts (May 2004):

Then came the Four Thirds mount version (September 2004):

The 18-125 lens introduced at this years PMA is slightly different. Old lens was 18-125mm F3.5-5.6 DC (no optical stabilization and HSM), new lens is 18-125mm F3.8-5.6 DC OS HSM (with optical stabilization and HSM).
