tz5 max video recording time only up to 2GB?

I am confused. Here is what's in the spec:

"Max. recording time depends on Memory Card Capacity, Max. 2 GB for a motion picture"

So I can record a single video clip only up to 2 GB even I have a 16GB SDHC card?
But why saying "Max. recording time depends on Memory Card Capacity"?

file size for SDHC card is max 2GB per file

so you can have 8 x 2GB files, or 8x (whatever the length is for a 2GB file, think its 22 minutes for 640x480)
 
This is probably due to the FAT32 2 GB file size limitation.
Now why don't camera manufacturers go with NTFS?
 
how long of 2GB clip of HD video could be?
 
Also what kind of format does Canon TX1 use? I read that it can record up to 4GB clip (only 13 minutes though).

Canon TX1 also uses MJPEG on SDHC, suffering from the same limitations as the TZ5

TZ3 uses MJPEG, records 22 minutes 640x480 in 2GB

which means TZ5's 720p is below 18 minutes if they use the same jpeg compression
