Just place a piece of tape to cover the bottom of the viewfinder and
you'll be able to slide it into the hotshoe without disabling the
on-camera flash. . . .
I don't think that is so. The hot-shoe 'switch' is a thin strip which acts as a pressure contact (left side of the shoe as viewed from the BACK) and as anything slides into the shoe (and it just has to be a near-tight fit to secure it) it then presses down on this contact strip and THAT 'informs' the camera to deactivate the built-in flash.

Since the 4:3 aspect ratio is vertically more info on the G9 are you saying the 28mm viewfinder matches the height as viewed on the 35mm G9 screen? The horizontal angle of view is still 35mm which is smaller than the 28mm view.
 
Get a viewfinder that has lines for both 35mm and 28mm and combine them to get 35mm on the horizontal angle of view and 28mm on the vertical angle of view.
 
there is a mini voigtlander which is both but where does one buy it as they stopped making it and will I be able to see with multifocals?
