I received an email from a friend today asking what type 'software' could be used on a PC to make cartoons. Actually it was a forwarded email from a friend of hers. I don't have a clue, but I told her I ask here, that if you people didn't know, nobody would. I'm guessing that the lady wants to 'convert' a photo into a cartoon and I know that she doesn't have or use Photoshop and any like program.
Anyone know of anything she might could use?

I'll pass them on to the lady. She doesn't use PS so I think she is out of luck. I don't believe I've ever heard of a stand alone program that does what she wants.
Anyway, thank you for your time and help! :)

Yes. I have a whole collection of these individual cartoon figures on my computer. I created them with a transparent background and a shape layer so that I could throw in some pithy comments and slap the image on a photo. It's great fun. Here's one from our company golf outing last year.

 
Nice examples.. I have snap art, but haven't done much with the comic part of it yet.

Your online gallery just keeps growing. Wonderfully creative work there, and you just seem to keep getting more creative all the time.

The quality of the images is not high. I had to do some work on the images to make them look right (color, saturation, etc.)

Once you have the image on a transparent layer, just add a shape layer for the text. Save the image with the empty shape layer, so that you can reuse it for different occasions with different text.

When I want to add the cartoon to an image, I first add some text to the shape layer, then I stamp a new layer that has the cartoon, the shape and the text together on one layer and I drag that new layer onto the picture that I want to add the cartoon to. You will have to Free Transform the layer to the appropriate size for the image.
 
The little cartoon folks add so much to the images.
Really liked seeing the examples. Yet another way to enhance photos..
