PSE 5

PSE 3,4,5 will all work in some respects on 16 bit images if you opened the image into Elements from Adobe Camera Raw (ACR). For instance, while many of the filters are "greyed out", some important ones like sharpen are accessible. Also, levels and other functions can be used.

Yes, the only major difference between PE 3 and PE 5 re bit depth is that you can use the liquify filter in 16 bit in PE 5.

I have PSE 4 and I can not use but one or two tools in 16 bit. Has that changed in PSE 5. Also can you take snapshots as you are editing a picture ?
 
No, that was my point. You can do some basic editing tasks, but not anything with layers or the artistic filters, etc. The liquify filter is the only change.

I meant I couldn't work in layers.

Am I making a big mistake by converting to 8 bits?
Will this be noticable when I make my prints?
 
If you are printing at home, your inkjet printer probably only does 8bit anyway. If you are sending jpgs to a commercial service, jpg is an 8-bit format, so no, not really, unless you have a higher end inkjet or print house.

Well I learned something new

I use an HP 7760 for my photos at home.

When I work on headshots I email the jpeg to a pro lab and let them stress over color correction.

You say jpgs are 8 bit. What about a TIF file?
 
Can be either. If your raw file is opened in the editor at 16 bit and saved as tif, it will stay 16 bit unless you convert it to 8 bits. You can tell by looking at the header bar of the image window--it will say 8 or 16, depending, something like "photoname.tif(RGB/8)
