Took these photos today and noticed the rings on the outside of the photo, and around the sun on the second, is that the lens or the camera. I'm using a D200 with a 18-200mm VR lens. I've only had the camera for about 3 weeks, first time I've noticed it...

I see dust speckles in picture #1, remove them by cleaning your sensor with a Rocket Blower or similar.
I noticed sensor blooming around the sun in picture #2, you used an F4 aperture, try to close the aperture down to F10 - F13, then the blooming will probably be much reduced.
None of us can see rings in the pictures, however from your "rainbow" comment, I'm guessing that you're getting some posterization. Check your monitor to make sure you're not in some low-res color mode. Posterization happens when you cannot display a smooth transition across a lot of gradual changes; it often results from over-compressing JPEGS, but can result locally from your computer display if it is also unable to show these gradual transitions. I also agree with the poster who saw dust on your sensor in the first shot... that's about it, though.

It sounds like you have your monitor set to a lower colour quality. I'll assume you're running Windows as your operating system. If not, ignore this process, but the end result might be the same. Try this and see if it resolves your problem:
1) Right-click on an empty part of your computer's desktop and click Properties.
2) In the Display Properties dialog that opens, choose the Settings tab along the top row.
3) Probably in the bottom-right, you will see a section labelled "Color quality" with a drop-down box and a colour spectrum. Open the drop-down box and select the highest quality setting possible (mine is 32 bit).
(If you already had the highest possible setting, then this wasn't your issue and you can ignore this post.
4) Click the Apply button. Your screen will turn itself off and on again. When it comes back on, you should click Yes to the dialog that's now open over top of the Display Properties dialog in order to keep the new settings.
5) Click the ok button to close the Display Properties window.
6) Go and take a look at the photos you showed us and see if there's an improvement.
