I have a picture that was taken in direct sunlight. It has a circular sun glare on one spot. The looks like a tanish transparency. I can see through the flare to the actual picture. Is there a way to remove the flare?

This is a very easy fix. You must simply not have the proper
software or you just haven't developed the skill for it yet. Keep
trying, it should be possible for you at any skill level, if you
try enough.
If you just simply can't do it, post the full size image and one of
us would be glad to fix it for you.

Alton,When I try the rubber stamp the picture looks unatural. You can
see the difference in the area. What are your recommendations?

When you have rubber stamp selected, run the Opacity down to about
12%. Get a brush a little bigger than the spot and stamp around
the area (try NOT to stamp in exactly the same place) 5-10 times.
Alt for a different sample place and stamp over the spot again,
another 5-10 times. Repeat as necessary til it blends in well.
Work the stamping at at least 200 to 400% view so you can see what
you're doing.
The trick is to do a little at a time, and over time a very natural
result will appear.
