in your brush), or the saturate tool, or an new adjustment layer
with hue/sat, etc (could either pre-select the eyes or mask the
effect too apply it only to the eyes), etc, etc.

Hard to say without seeing an image. In choosing a method, I would consider such things as distance from the camera (size of eyes), lighting conditions, and the quality of the image (amount of color information in it or lacking). I think it's a mistake to have cookbook solutions to problems like this.How best in ps to bring out a baby's blue eye color, to make it
stand out a bit?
