Baby's Eye Color?

Select the "magic wand" tool and use it to select the baby's eye colors that you want. Holding down the "Shift" key while clicking will build-up the selection.

Then "CTRL+J" to copy the selection to a new layer.

Then you can use the
Image > Adjust > Hue/Saturation
-- or --
Image > Adjust > Replace Color
dialogues to play with the eye color to your heart's content. :)

Couple options.

If you're thinking about archiving this, I would save it as a PSD before you merge layers. That way you can go back and re-work the image later without having to reduplicate efforts.

If you want to save it as a JPEG then use File > Save As and then give it a new name like "baby extra blue eyes.jpg" or whatever. Don't save over your original; always keep the original file untouched.

To answer your question though, either
Layers > Merge Visible
or just
CTRL+SHIFT+E

Hard to say without seeing an image. In choosing a method, I would consider such things as distance from the camera (size of eyes), lighting conditions, and the quality of the image (amount of color information in it or lacking). I think it's a mistake to have cookbook solutions to problems like this.
