I think I know the answer to this question but I just started with digital photos and I want to get is correct. I would think that since the picture in my S30 is in a digital format that no matter which program I use to download the files from my camera to my PC that the download will be of the same quality. It will be the same file byte for byte. My choice for a download program should be based on features rather than concerns about picture quality. Is this correct?

Yes. There are a lot more programs that can handle Jpg format than RAW. The more critical matter is the quality of editing features and saving files.

Is there a way I can lock my orginal files so that if I try to change them it will not allow me to save back to the orginal file.

There are various ways to avoid replacing the original files:
1. Use a different file name, folder, etc..

2. Lock the files by changing the file attribute to "Read only". Do this within Files Explorer window with the right mouse-button.

No.

If you rotate a JPEG image in camera and then download it using ZoomBrowser it will automatically rotate it for you using a lossy algorithm resulting in a loss of quality. Also if you shoot in raw format ZoomBrowser downloads the CRW file OK but discards the THM file - which is a shame because it is useful when you use other programs. If that wasn't enough, ZoomBrowser also renames you images in such a way as to make them incompatible with Canon's TWAIN driver.
