I have gone through the forum for this answer but the answer is all over the place.

Just so I am clear, what is the best way to save shots using PS? I would like to make changes to pics, but the tone is that if you resave jpeg's you lose quality. Space is not a huge issue. What is the best way to save?

If it is Jpeg, what are the best settings? Maximum resolution and Baseline Optimized? Please let me know. Need to edit some F707 shots...thanks

You can save it in a lossless format such as TIFF or just as a standard Photoshop file. Then you can make changes and resave without reducing the image quality through compression. Once you have your final image, output as a JPEG at the highest quality for minimal degradation.

The 'best' way, eh?

1. Never save over your original. Archive that.

2. PSD saves the image including all Photoshop alterations and leaves it as editable as if you never saved it.
3. Do not apply unsharp mask before saving.

Now,that's the best way to just 'save' a pic. But what are you going to do with it after you save it?

If you want to share it you have to save it in a format others can use. You can save it in a lossless format, like TIF, but that makes transporting it difficult. You can save it in a lossey format, like jpg, but then you have to make quality decisions.

Are you going to want to reedit the image for a different use at a later time; different size, resolution, output device? Then use the 'best' way. In fact you might consider saving all your pics in the 'best' way and then reloading them and editing them for a specific output, without saving them again.
