If the RAW file format is a simple sensor dump, why does the file size vary?
 
Compression software works like that. A picture with little details (for instance with a big blue sky) can be compressed more than a picture with lot of details (for instance trees or grass).

So it's a simple RLE file then? seems unlikely to me that this would generate such wildly varying file sizes that I've, seen, but maybe you're right...there is obviously some kind of comression going on, but I would be surprised if it's RLE only.

It is a lossless compression. Canon probably doesn't share the code
because most lossless compression techniques are licensed and covered
by patents. They can't give away what they don't own.
