There are no rules to pricing; it depends on the project and the markets, and the location, and the client's budget, and more.
If it was me, I'd charge by time, split into two units. One set of time for taking the pictures, and one set of time for whatever computer processing was necessary.
I charge $150 and hour for a three hour minimum, or $1200 a day, without worrying about starting early or working late.
Significant expenses are extra, but I don't charge mileage with the same city.
Since it appears you are not a real pro, you might charge half this, assuming the client is doing you a favor by offering you the chance to earn some money, while the client is saving some money.
Be careful doing construction photography; it can be dangerous.
And don't accept the project unless you can deliver excellent results. It's not fair to your client, nor to photographers who could do the job for full rates, properly.
