Now down to business
I see from your images that you haven't found a good technique for preventing halos when you blur the background. One good way to do this is to cut out the foreground, so in this case the windsurfer, into a new layer. Then you can use the rubber stamp and smudge tools - very carefully - to remove the foreground object from the background shot.
Obviously you can then apply your blur, in this picture it was motion blur, to the background only so that you don't get any of the foreground information blurred over the background, then comp in you foreground.
Now you didn't get any bleed of the foreground into the background in this shot, as you left the selection of the windsurfer loose, in which case you got a halo of unblurred background around him.
This technique takes time, but it'll let you get onto the next level of retouching, which I'm sure is the idea
