Pretty straightforward in any image application.

Use a flat makeup, white or just otherwise, and keep pushing the color out of the areas you want. Then use an airbrush to erode any parts of the image you want to fade to the background.

Melanie's suggested software was something that basically just applies screened blurred copies of the image to provide a soft "glow" to the lighter areas.

In Photoshop, create a a duplicate layer and desaturate it to get the B & W effect. Then with the erasor tool set to your desired opacity, erace through the desaturated layer to expose the colored layer below.

This is actually much more complicated than the previous postings might lead you to believe, but there are some things I can tell you that will get you started:

Shoot your image a bit over exposed.

Keep your original layer so you can always bring back the details you want to keep.

Use some serious curves to bump up most of the image into white, while maintaining your black point. Do this on an extra layer as, inevitably, things will get washed out. Then, bring back some of the darker details by either using the history brush or masking (don't erase, you can never undo the eraser after you close the image!) out the areas that have been blown, thereby revealing the original layer. Use varying opacities in your mask so that you can, for example, bring back the lips more strongly than the hair. Put up a saturation adjustment layer to take out the color.

There is a technique by Lisa Neal (I think) that was oft discussed in the retouching forum that will help you get a lovely sketch effect; it would explain in much greater detail the outline I gave you above. You can use that as your guide and just leave out the sketching filter effects to keep it photo-realistic.

The color effect is really a cinch. I'd do it last, popping up a blank layer on top of a flattened version of the image. Change the layer to Color mode and then paint in your eye shadow with a soft brush of low opacity, gradually building up the color.

I'm also noticing that the retoucher added some foggy stuff. Wouldn't be too hard to do that with some Difference Clouds and some masking.

Personally, this image isn't very well done. There are much better examples of this style out there. Check out the sketches in the retouching forum, for example, especially the Lisa Neal's. But, whatever floats your boat!
