I use Irfanview for: - Batch conversions. - Batch rescaling. - Batch renaming. And often all at once. Also for batch setting of IPTC fields and for creating digital contact sheets. When I scan old prints or negatives, I do so from Irfanview. Plugins let you extend the program so that you can load and save obscure image formats. Yes, it's also an image viewer (and I often use it as such), but it is so much more. Not as powerful as ImageMagick, but way easier to use.
