If you're looking for a drone that can fly in nasty weather and see in the dark, then Canon has something for you. The PD6E2000-AW-CJ1 is an industrial drone with a Canon ME20F-SH all-purpose camera designed to help in disaster relief, thanks to its ability to shoot at ISO 4 million and generally see in the dark.
It's not a Canon-made drone. In late 2016 Canon Marketing Japan made an investment in Prodrone Co., a Japanese drone maker, stating that Canon would install imaging devices on the company's drones and act as a principal distributor. Canon is aiming for ¥5 billion worth of drone-related imaging sales by 2020.
The PD6E2000-AW-CJ1 (say that five times fast) appears to be based on Prodrone's all-weather PD6-AW, which supports a 10 kg / 22 lb payload, can fly at up to 65 km/h / 40 mph and can handle wind speeds up to 10 m/s / 22 mph. Take a look at the drone in action below.
There is an audio system developed for the war which can triangulate where gunshots come from. If cities had that system (some do) plus a handful of drones (located all over the city) ready to takeoff 24x7, they could quickly fly to the location to see what is happening.

The thing with Very Low Light imagery is that seldom are human environments completely devoid of any kind of illumination. As such, whenever the ultra-sensitive device encounters any source of artificial light, no matter how small, the blooming from that source compromises large areas of the image. The more sensitive the device is, the more this is a problem.
Surveillance is a global growth industry and Canon intends to grow with it. Smart business move and a great way to make the surveillance community aware of the capabilities of their ME20F-SH camera whether the customer chooses to buy it paired with the drone or not. This is marketing done right. 😎
Governments will be buying Canon's ME20F-SH multi-purpose cameras by the boatload. It's just a matter of getting the word out and demonstrating in practical ways just how versatile, reliable, and well supported the Canon system is. This industrial drone plus camera combo is a perfect platform for doing that. 😎

FAA UAS Rule Part 107 restricts flying at night by both commercial and hobbyist users. Canon is essentially developing an iPhone for exclusive use on the moon.

In 2001 the Supreme Court held that the government cannot use a device that is not in general public use to explore details of a private home that would previously have been unknowable without physical intrusion. This type of surveillance, including thermal imaging and drug sniffing dogs, constitutes an illegal search under the Fourth Amendment and requires a judge to authorize a search warrant. So surveillance use by police at night would be limited, even if the FAA granted a waiver.

I'll think you mix things up. Next to the fact that Hasselblad serves a totally different market with a totally different target audience. Also Hasselblad does not make its own imaging sensors.
They are nothing more then a empty shell that need to buy technology from third parties including a Sony based CMOS sensor. Their cameras are not something special except for its price. But each and any camera manufacturer could create the exact same thing as Hasselblad IF they would see a market for it for themselves.
DJI has a drone with 10kg capacity. They are marketing it for agricultural spraying of fields. $15k through established vendors, or $5800 on Alibaba (Chinese amazon).

Ag and industrial octacopters (I wouldn't trust a quad with a 20K camera) are pretty limited appeal, mind you, and certainly out the range of the traditional DJI that was being implied here.
