Take a look at Affinity Photo. A nice cheaper alternative to Photoshop. A quick note, if do decide to buy Affinity Photo, buy it from the website not the App Store.

Agreed, NEO might be a good starting point for your standard powerline shots. Certainly not for the type that MJR tackled with manual cloning of a ton of wires. :D
