Yeah, the second image also has more then "a flower", which I interpret as one single flower, and should have been DQ'ed.
However, I must say I do like the winning picture.

This is a website with worldwide readership. There are almost 1 billion people in India, and some 3 million people visit the Taj Mahal every year.

I agree with all the rules, they are all very reasonable and not restrictive at all. It just looks overwhelming - that's why some people complain.
I think most of your rules should be made general for all challenges. After that the individual challenges would have only a few specific rules.
