yeah, "tele" is just a useless add-on which you can have but only use in an emergency situation. The sensors on a "tele" lenses are usually around 1/4", which is absolute nonsense.

If you zoom 2.75x at 5mp will be aboslutely no oversampling. The same will happen at 2.18x for 8mp and 3.56x for 3mp. It will be just a pure crop from original 38mp.

It depends on focal length. For longer focal length OIS is better than IBIS.
