Forever? Life long community service?

I'm sure I don't have all the facts, just from the above synopsis - but the fine does seem trivial compared to the offense. It should have been be high enough to hurt and make others think twice before pulling a stunt like that.

Outwith of this article and being asked what "satisficer" meant, who would know?

These examples and points are discussed in the book "Thinking, Fast And Slow" by Daniel Kahnemann - a Nobel Prize winner.
There is nothing philosophical about it.
