They confuse focus distance with working distance. Lack of elementary optics knowledge.

For positive films (slides), blown/burned highlights imply there is no more Ag on the emulsion. No silver, no information that can be recovered in the printing phase.
The contrary happens with negative films. Heavily underexposed areas mean no silver remaining on the film (AgBr is not hit by photons, it can't be reduced to metallic Ag, and silver halides are completely dissolved by fixation with the solution of thiosulfate salt). Consequently, information (i.e., metallic silver) is absent and not recoverable in the printing process.
For these reasons, it was preferable to not overexpose with positive films, while it was possible to overexpose safely with negative films.
