I also prefer using "manual dehaze" tools instead of dehaze sliders in other sw. Adjusting levels (black and white, which can be adjusted separately in Red - Green - Blue!) almost do everything you...

Simply draw mask then do whatever you want (eg use exposure slider) to brighten the specified area.

I mentioned ADC.
If the Fuji has 16 bit ADC then (though 16 bit output files doesn't necessarily comes with 16 bit ADC, but I suppose that Fuji doesn't fill the output files with empty 0...

The ADC - which is linear type - is 14 bit, which limits DR. So, the theoretical max DR is 14 bit. In case of 16 bit ADC the DR can be max 16 bit, theoretically.
