Glad it wasn't actually stuck! When you turn the polarizer, it changes the filter aspect so doing so will modify the sky or through-water filtering affect on the image.

You are likely turning the polarizer but not unscrewing the filter. Try turning the knurled part of filter behind the section that "spins".
