Yes, they are continuous lights. I like the continuous lights as it gives the ability to shoot quickly but may not be the best setup after all.

I've never used Active D Lighting and have always kept it off. If I turn it "on" will it have any effect on the RAW file vs keeping it off? I shoot 100% RAW and process in ACR and Photoshop.
