Sadly that is delamination. I've had a printhead go that way and had to fit a new one.

I'm in the UK and it's a Permajet varnish. Works a treat.

Innova IFA 54. Cotton, matte, no optical brightners and I think on the level with some smooth fine art paper. I varnish it with a satin finish and I swear it makes the image sharper.
