After the date, time, and location were set, all that would be needed would be the rules for that location.

I have a (low-end) remote weather station. It has no Internet connection, and it receives no time signals. It automatically does DST, using the standard that applies to most of the US. (DST can be turned off, for those places like Arizona that don't switch.)

Yes, that's "all" that is needed. Unfortunately, that would require a firmware update every time some country or part of a country decided to change their rules. So not practical. Major software companies whose software has access to the internet sometimes get the rules wrong.

There may not be time zone data, but there are both UTC and the local time the picture was taken. You can see it by reviewing the images on the camera itself. Press INFO to get all the details and you'll see the local time above the histogram. Scroll to GPS info in the lower area of the screen and you'll see UTC.

In more recent devices Garmin has handled that by having the time zone data separate from the main firmware. Older Garmin units, but still new enough to implement this scheme, typically receive time zone updates and only that. The main firmware of the device is not updated any longer.

They also update themselves more of less automatically. The only thing the user needs to do is confirm loading of the update.

Watches with GPS (not smart watches) from Casio, Seiko do it decades ago.

They time-zone-ed any location on this planet. The watch change the time according to the location they are at.

Not so many places change the time zone every year, actually, it's very rare. As I known, North Korea had ever done it. And some territory changes may cause time zone or DTS change.

Some old model watch with GPS may run the fixed timezone-coordination table forever. New model mostly are Bluetooth + GPS (again, not talking about the smart watch) bundled, they do update the time zone table any time if needed.

The timezone - coordination is not as simple as it looks, only timepiece maker have it in detail and update it frequently. They don't share it, it's the result of many years running and calibration.

Smartphone/smartwatch gets the time zone from the mobile network or wifi network, even the phone nearby. They can set the time zone very fast if they are connected. They can not do it without connection even it can receive the GPS, for example, on an aeroplane.

For camera maker, the coordinated timezone is out of their duty, the price of the camera is not included. They leave it done by users manually.
