Help with ISO settings when shooting video on R6 Mk II

I might be losing my mind, but for the life of me I cannot seem to figure out how to manually set the ISO when shooting video.  It only seems to give me the option when I'm in full M mode.  But if I'm in Av or Tv mode it seems to only want to do Auto ISO.  I cannot find any way to set the ISO.

On top of that, Auto ISO is ignoring the Minimum ISO setting, at least in HDR PQ mode.  I want to shoot HDR PQ, so I want to set a minimum ISO of 400, which I did, but but when I take the camera outside, it goes right down to ISO 200 in Auto totally ignoring the fact it's in HDR PQ and that I set a minimum of 400.  If I use CLog-3 it pins it at ISO 800 without me setting any minimum - the correct behavior.

Am I missing something?  Why can't I set the ISO in Av mode, and why is Auto ISO ignoring my Min ISO setting?
